• DIGITALEUROPE discussed Horizon 2020 Performance and Simplification with Commissioner Moedas

    1 March 2017On 28 February, DIGITALEUROPE together with other stakeholder organisations, was invited to discuss the performance of Horizon 2020 as well as further simplification efforts to make the Programme more effective and more attractive to participants.

    Commissioner Moedas introduced the newly proposed simplification measures for Horizon 2020 and discussed the direction for the next Framework Programme – simplification to reduce complexity while keeping those measures that are working well.

    Stakeholders discussed various ideas for further simplification, including lump sum – based funding, the use of national accounting principles as well as issues arising from the dramatic decrease in success rates. DIGITALEUROPE provided its newly developed recommendation to improve the evaluation process and attract the most qualified and knowledgeable evaluators. Only 16% of evaluators have been selected from the private sector in 2015. However, considering the increased focus on innovation and influence of ICT technologies in all areas, it is crucial that evaluators possess the necessary business knowledge and experience to assess the market potential and impact of proposed projects.
